Here’s an interesting report on the Syrian Civil War. Apparently some Radical Muslim members of the Free Syrian Army (FSA) has assassinated an FSA leader that was not a follower of Radical Islam. Spokesmen representing the less radical members of the FSA say revenge will be forthcoming against al Qaeda influenced assassins within the FSA.

 

I am uncertain how that will play out. There is a Civil War between the forces of Bashar al-Assad and the primarily Sunni Muslim rebels. A Civil War within a Civil War could erupt between FSA Secular-to-Moderate Sunnis and FSA Radical Islamists.

The British Sunday Times published a report on Sunday which blamed a 5 July strike on a weapons depot in the Syrian coastal city of Latakia on Israel’s Dolphin-class submarines, contradicting a report previously published by the US news agency CNN that it was the Israeli Air Force which carried out the strike. Citing intelligence sources in the region, the Times report added that the strikes were carried out in coordination with the US, and targeted an arsenal of 50 Russian-made Yakhont P-800 anti-ship missiles, strategic weapons of a type Israel has repeatedly said it won’t allow to be transferred to the Lebanese Shi’ite terror militia Hezbollah. Last year, Russia refused requests from Israel and other countries to refrain from shipping the missiles to the regime of Syrian president Bashar Assad.

In related news, the civil war in Syria became immensely more complicated and potentially deadly on Friday when rebel groups aligned with the mostly indigeounous Free Syrian Army (FSA) declared that they would take vengeance on the foreign al-Qaida-linked militants for their assassination of a senior FSA commander, Kamal Hamami.

“We will not let them get away with it because they want to target us,” a senior FSA commander said on condition of anonymity. “We are going to wipe the floor with them.”

Opposition groups have reported increasing numbers of clashes between rebel factions, creating a war within Syria’s civil war even as the regime continues to regain territory on several fronts.

However, rebel factions have also been bolstered by Islamist fighters from many countries, including a contingent from the Pakistani Taliban.

“When our brothers needed our help, we sent hundreds of fighters along with our Arab friends,” one senior commander told Reuters.

If anyone has the guts in Congress to investigate Barack Hussein Obama concerning the numerous scandals that will divulge illegal activities, there are other reasons to get rid of Obama for just bad management that is not unconstitutional. Perhaps it is time to Amend the Constitution to place a No-Confidence vote into the House of Representatives with repercussions that limit the Office of President’s Executive Power until the House is satisfied there is enough confidence in the Office to perform his/her job.

 

Caroline Glick writes about Obama’s incompetence. Perhaps Obama is so incompetent that we can finally catch him breaking the law á la Chicago-style.

Obama’s war of ideas

US foreign policy is failing worldwide.

 

The Russian and Chinese embrace of indicted traitor Edward Snowden is just the latest demonstration of the contempt in which the US is held by an ever increasing number of adversarial states around the world.

 

Iran has also gotten a piece of the action.

 

As part of the regime’s bread and circuses approach to its subjects, supreme dictator Ali Khamenei had pretend reformer Hassan Rohani win the presidential election in a landslide two weeks ago. Rohani has a long record of advancing Iran’s nuclear program, both as a national security chief and as a senior nuclear negotiator. He also has a record of deep involvement in acts of mass terror, including the 1994 bombing of the AMIA Jewish center in Buenos Aires that killed 85 people and wounded hundreds.

 

Yet rather than distance itself from Rohani the phony, the Obama administration has celebrated Iranian democracy and embraced him as a reformer. Obama’s spokesmen say they look forward to renewing nuclear talks with Rohani, and so made clear – yet again – that the US has no intention of preventing Iran from becoming a nuclear power.

 

Rohani responded to the administration’s embrace by stating outright he will not suspend Iran’s nuclear enrichment activities. In other words, so great is Iran’s contempt for President Barack Obama and his administration, that it didn’t even pay lip service to the notion of cutting a deal.

 

And that makes sense. Obama only has one card he is willing to play with Iran: appeasement. And so that is the card he plays. His allies are already talking about containing a nuclear Iran. But that’s not an option.

 

A government’s ability to employ a strategy of nuclear containment is entirely dependent on the credibility of its nuclear threats. Obama is slashing the US nuclear arsenal, and Snowden reportedly just gave the Russians and the Chinese the US’s revised nuclear war plans. Obama has no credibility in nuclear games of chicken. He has no chance of containing Khamenei and his apocalyptic jihad state.

 

Iran, its Russian ally and its Lebanese Hezbollah proxy now have the upper hand in the Syrian civil war. In large part due to Obama’s foreign policy, the war is spilling into Lebanon and threatening Jordan and Iraq – not to mention Israel. In response to this state of affairs, Obama has decided to begin arming the al-Qaida-dominated Syrian opposition forces. Now it’s true, Obama is planning to transfer US arms to the Supreme Military Council of the Free Syrian Army that is recognized by the US. But that is no reason not to worry.

 

The Free Syrian Army is dominated by the Muslim Brotherhood. It condemned the US’s decision to designate the Syrian al-Qaida affiliate, Jabhat al-Nusra, a foreign terrorist organization. FSA fighters and commanders regularly collaborate with (and sometimes fight) Al-Nusra. At a minimum, there is no reason to believe that these US arms will not be used in conjunction with al-Qaida forces in Syria.

 

In truth, there is little reason from a US perspective to view a Syria dominated by any of the warring parties – including the FSA – as amenable to US interests or values. There is no ideological distinction between the goals of the Muslim Brotherhood and those of al-Qaida, or Hamas or a dozen other jihadist armed groups that were formed by Muslim Brotherhood members. Like Iran and its proxies, they all want to see Western civilization – led by the US – destroyed. And yes, they all want to destroy Israel, and Europe.

 

But for the Obama administration, this ideological affinity is not relevant.

 

The only distinction they care about is whether a group just indoctrinates people to become jihadists, or whether they are actively engaged – at this minute – in plotting or carrying out terrorist attacks against the US. And even then, there are exceptions.

 

For instance, the Taliban are actively waging war against the US in Afghanistan. But since the Obama administration has no will to defeat the Taliban, it is begging them to negotiate with US officials.

 

Obama’s default position in the Muslim world is to support the Muslim Brotherhood. Egypt’s Muslim Brotherhood is the wellspring of the Sunni jihadist movement. And Obama is the Brotherhood’s greatest ally. He facilitated the Brotherhood’s rise to power in Egypt, at the expense of the US’s most important Arab ally, Hosni Mubarak.

 

He even supported them at the expense of American citizens employed in Egypt by US government-supported NGOs. Forty-three Americans were arrested for promoting democracy, and all the administration would do was facilitate their escape from Egypt. Robert Becker, the one US aid worker who refused to flee, was abandoned by the State Department. He just escaped from Egypt after being sentenced to two years in prison.

 

The Obama administration supports the Morsi government even as it persecutes Christians. It supports the Muslim Brotherhood even though the government has demonstrated economic and administrative incompetence, driving Egypt into failed state status. Egypt is down to its last few cans of fuel. It is facing the specter of mass starvation. And law and order have already broken down entirely. It has lost the support of large swathes of the public. But still Obama maintains faith.

 

Then there are the Palestinians.

 

John Kerry is knocking on our door again this week in an obsessive effort to restart the mordant phony peace process. For its part, as The Jerusalem Post’s Khaled Abu Toameh reported this week, the supposedly moderate Fatah-ruled Palestinian Authority has adopted a policy of denying Jews entrance to PA-ruled areas. Jewish reporters – Israeli and non-Israeli – are barred from covering the PA or speaking with Fatah and PA officials.

 

Jewish diplomats are barred from speaking to PA officials or joining the entourage of diplomats who speak with them. Jewish businessmen are barred from doing business in the PA.

 

As for the radical Hamas terror group that rules Gaza, this week Hamas again reiterated its loyalty to its covenant which calls for the obliteration of Israel and the annihilation of world Jewry.

 

But Kerry is coming back because he’s convinced that the reason there’s no peace process is that Israelis are too rich, and too happy, and too stingy, and too suspicious, and too lacking in empathy for the Palestinians who continue to teach their children to murder our children.

 

You might think that this pile-on of fiascos would lead Obama and his advisers to reconsider their behavior.

 

But you’d be wrong. If Obama were asked his opinion of his foreign policy he would respond with absolute conviction that his foreign policy is a total success – everywhere. And by his own metrics, he’d be right.

 

Obama is a man of ideas. And he has surrounded himself with men and women who share his ideas. For Obama and his advisers, what matters are not the facts, but the theoretical assumptions – the ideas – that determine their policies. If they like an idea, if they find it ideologically attractive, then they base their policies on it. Consequences and observable reality are no match for their ideas. To serve their ideas, reality can be deliberately distorted. Facts can be ignored, or denied.

 

Obama has two ideas that inform his Middle East policy. First, the Muslim Brotherhood is good. And so his policy is to support the Muslim Brotherhood, everywhere. That’s his idea, and as long as the US continues to support the Brotherhood, its foreign policy is successful. For Obama it doesn’t matter whether the policy is harmful to US national security. It doesn’t matter if the Brotherhood slaughters Christians and Shi’ites and persecutes women and girls. It doesn’t matter if the Brotherhood’s governing incompetence transforms Egypt – and Tunisia, and Libya and etc., into hell on earth. As far as Obama is concerned, as long as he is true to his idea, his foreign policy is a success.

 

Obama’s second idea is that the root cause of all the problems in the region is the absence of a Palestinian state on land Israel controls. And as a consequence, Israel is to blame for everything bad that happens because it is refusing to give in to all of the Palestinians’ demands.

 

Stemming from this view, the administration can accept a nuclear Iran. After all, if Israel is to blame for everything, then Iran isn’t a threat to America.

 

This is why Fatah terrorism, incitement and anti-Semitism are ignored.

 

This is why Hamas’s Deputy Foreign Minister Ghazi Hamad reported that he met with senior US officials two weeks ago.

 

This is why Kerry is coming back to pressure the rich, stingy, paranoid, selfish Jews into making massive concessions to the irrelevant Palestinians.

 

Obama’s satisfaction with his foreign policy is demonstrated by the fact that he keeps appointing like-minded ideologues to key positions.

 

This week it was reported that Kerry is set to appoint Robert Malley to serve as deputy assistant secretary of state for Near Eastern affairs. Malley has built his career out of advancing the ideas Obama embraces.

 

In 2001, Malley authored an article in The New York Times where he blamed Israel for the failure of the Camp David peace summit in July 2000. At that summit, Israel offered the Palestinians nearly everything they demanded. Not only did Palestinian leader Yasser Arafat refuse the offer. He refused to make a counteroffer.

 

Instead he went home and ordered his deputies to prepare to initiate the terror war against Israel which he started two months later.

 

As Lee Smith wrote in a profile of Malley in Tablet in 2010, Malley’s article, and subsequent ones, “created a viable interpretative framework for continuing to blame both sides for the collapse of the peace process even after the outbreak of the second intifada. If both sides were at fault, then it would be possible to resume negotiations once things calmed down. If, on the other hand, the sticking point was actually about existential issues – the refusal to accept a Jewish state – and the inability, or unwillingness, of the Palestinians to give up the right of Arab refugees to return to their pre- 1948 places of residence, then Washington would have been compelled to abandon the peace process after Clinton left office.”

 

In other words, Malley shared the idea that Israel was to blame for the pathologies of the Arabs. Stemming from this view, Malley has been meeting with Hamas terrorists for years. He belittled the threat posed by a nuclear Iran and accused Prime Minister Binyamin Netanyahu of exaggerating the Iranian nuclear threat to divert attention away from the Palestinians. He has also met with Hezbollah, and has been an outspoken supporter of Syrian President Bashar Assad.

 

AFTER THE September 11 attacks, the US pledged to wage a war of ideas in the Muslim world. And in Obama’s foreign policy, we have such a war of ideas.

 

The only problem is that all of his ideas are wrong.

I personally have been a proponent of deposing Bashar al-Assad because it throws a monkey wrench into the Iranian machinery for regional hegemony. When the Syrian rebellion began a couple of years ago during the so-called Arab Spring the FSA was a collection of anti-Assad factions that ranged from moderate Sunnis, Syrian Secularists and Radical Muslims. That was the time to throw the full weight of U.S. military support to depose al-Assad. The time in which Military and Intelligence resources could pick and choose which FSA faction or factions to dominate the political-military structure that was emerging that would be more an American ally than an American enemy.

 

American alliances in the Middle East are in the extreme gray scale of dependability. The ONLY solid ally in the Middle East is Israel. AND Obama’s pro-Arab courting at the cost of Israel’s ability to remain a sovereign nation has not endeared Jewish Israelis to the American government. I mean forcing Israel to give part of their Biblical Homeland including half of Jerusalem – the City of David – is an evil against the Jewish people and it would place Israel in the same precarious nature to exist as the 1967 invasion in which surrounding Arab nations attempted to destroy Israel. Those invading Arabs lost! Their price for loosing was Israel reclaiming traditional land not only according to the Bible, but land that Jordan and Egypt and Syria unilaterally and arbitrarily annexed for themselves and proclaimed it sovereign land. Jordan, Egypt and Syria did this even though the League of Nations/United Nations had a partition plan for what was left of the British Mandate for Palestine to create a sovereign Land for Jews and a sovereign land for Arabs out of that Mandate.

 

In the novitiate years of the United Nations that international body’s Two-State Solution meant more land for Arabs than Jews; thus whittling down the original British promises for a Jewish Homeland that began with the Balfour Declaration and Jewish technological military help aiding in bringing victory for Britain in WWI against the Germans, Austro-Hungarians and the Ottoman Turks (See Also Jewish-Arab mutual agreement for Jewish Homeland).

 

So here is the conundrum. Bashar al-Assad’s dethroning as dictator of Syria messes with Iran and reemerging enemy Russia. That is good! An al Qaeda-minded FSA ruling Syria cutting of the heads of Christians, Druze and Alawite-Shia Muslims is evil. Apparently President Barack Hussein Obama has already made up his mind. Old BHO is arming the Radical Muslims of the FSA that is already persecuting Syrian Christians horrifically and Obama has not even secured the FSA as the powerbroker government of Syria yet. Al-Assad is evil. The FSA under Radical Islam is evil. Make no mistake – Assad is murdering and butchering Sunni Muslims as we speak as much as FSA Radical Muslims are butchering Christians and probably Alawite-Shia Muslims.

 

If Obama grows a spine that is not yellow and he begins perhaps using Special Forces to enable the non-radical element of the FSA to gain control of the Syrian Rebellion then I say go full speed ahead. However and unfortunately, Obama seems to have a penchant to give Radical Muslims a pass in America and in the Middle East; ergo he will probably pull a Jimmy Carter and back the wrong despot. After a Radical Muslim FSA secures Syria with Obama’s help, look to the new al Qaeda Syrian government to begin ethnic cleansing of Sunni Moderates and Secularists, Christians, Druze and Alawite-Shia Muslims. AND then the new al Qaeda Syrian government will probably make some kind of deal with Russia and Iran and start WWIII by invading Israel. Then we will watch Obama’s Foreign Policy completely collapse creating a worse situation for American National Interests and National Security than Iran back in 1979.

Ecstatic at news of brother Obama’s decision to send more arms, equipment, money, and military trainers to help the al-Qeada(sic)-linked jihadists of the Free Syrian Army, they celebrated by beheading a Christian and feeding his corpse to the dogs.

UK DAILY MAIL  Al-Qaeda-led Syrian rebels beheaded a Christian man and fed his body to dogs, according to a nun who says the West is ignoring atrocities committed by Islamic extremists. The nun said taxi driver Andrei Arbashe, 38, was kidnapped after his brother was heard complaining that fighters against the ruling regime behaved like bandits. She said his headless corpse was found by the side of the road, surrounded by hungry dogs. He had recently married and was soon to be a father.

 

Sister Agnes-Mariam de la Croix said: ‘His only crime was his brother criticised the rebels, accused them of acting like bandits, which is what they are.’

 

Sister Agnes-Miriam, mother superior of the Monastery of St James the Mutilated, has condemned Britain and the west for supporting the rebels despite growing evidence of human rights abuses. Murder, kidnapping, rape and robbery are becoming commonplace, she says. ‘The free and democratic world is supporting extremists,’ Sister Agnes-Miriam said from her sanctuary in Lebanon. ‘They want to impose Sharia Law and create an Islamic state in Syria.’

There have been a growing number of accounts of atrocities carried out by rogue elements of the Syrian Free Army, which opposes dictator Bashar al-Assad and is recognised by Britain and the West as the legitimate leadership.

 

One of the most effective fighting forces is the Jabat Al-Nusra, which has an ideology similar to Al Qaeda. ‘The uprising has been hijacked by Islamist mercenaries who are more interested in fighting a holy war than in changing the government,’ she said. ‘It has turned into a sectarian conflict. One in which Christians are paying a high price.’

The rebel attacked the northern town of Ras Al-Ayn, on the Turkish border, last month. The fighters entered the Christian quarter, ordering civilians to leave and leaving their homes. ‘More than 200 families were driven out in the night,’ Sister Agnes-Miriam says. ‘People are afraid. Everywhere the deaths squads stop civilians, abduct them and ask for ransom, sometimes they kill.

 

Militants wearing black bandanas of Al Qaeda recently laid siege to the Monastery of St James the Mutilated, located between Damascus and Homs, for two days in an attempt to prevent Christmas celebrations, the nun claims.

 

An estimated 300,000 Christians have been displaced in the conflict, with 80,000 forced out of the Homs region alone, she claims. Many have fled abroad raising fears that Syria’s Christian community may vanish – like others across Middle East, the birthplace of Christianity.

Obama Funds Al-Qaeda Syrian Rebels And Imports Syrian Refugees To U.S. – Gateway Pundit

 

In an article about Obama-backed Syrian jihadists who beheaded a Christian and fed him to the dogs, Pamela Geller stated it best:

Every day presents more proof that Obama is on the side of the Islamic caliphate to rule the world and destroy Western civilizations which includes Israel and America. Obama is the enemy within.

 

Obama recently announced he will be giving away another $300 million of our taxpayer money to the al-Qaeda Syrian rebels which now brings the total to $815 million. Proof that these rebels pledge loyalty to al-Qaeda presented by USA Today.

Is Obama Hiding Complicated Geopolitics from Americans?

Here is something to wrap your mind around. And it is a bit complicated as far as Conservatives are concerned about U.S. National Security. Obama has been supportive of the Free Syrian Army (FSA) which is dominated by Islamists now. Benghazigate probably even has something to do with Obama clandestinely arming the FSA. So the potential mind warping thing to tackle is Hamas has been training the FSA in Lebanon.

 

Obama has to be aware of this! The information about Hamas training FSA has become public knowledge because … CHECK THIS OUT – Hezbollah has told Hamas to clear out of Lebanon because they are training the FSA. You see, the FSA is fighting Assad who is a major client state of Iran. AND Hezbollah is a major terrorist client of Iran. AND Hezbollah basically controls Lebanon. AND Hezbollah, Hamas, the FSA, Assad’s Syrian government and Iran ALL hate Israel!

 

Hmm … A fellow writer friend of mine – Danny Jeffrey – believes the arms deal Chris Stevens was trying to hammer out was sending Qaddafi-Libyan arms to Hamas rather to directly to the FSA via Turkey as seems to have been the usual practice.

 

Now in Danny’s essay I linked to, believes the Libyan arms were diverted to Hamas to use against Israel. Was Obama possibly arming Hamas with the intention of training the FSA? If that is the case, I wonder what Israel felt about Obama sending clandestine arms through Hamas with the intention of benefiting the FSA? Did Israel protest? Was Israel in cahoots with the plan also clandestinely? Perhaps Obama and Israel were exploiting the Sunni-Shia mutual hatred for each other as a way to wedge separation between the Muslims who all basically desire Israel’s destruction regardless if they are the majority Sunni or the minority Shia? Things are getting geopolitically complicated enough that some on the Left and the Right with both agree and disagree on any path to aiding the FSA rebels against Bashar Assad’s Syrian rogue government allied to Twelver-Shia dominated Iran.

 

So you have to wonder what does Obama not want Americans to know about Benghazigate, don’t you think?

Most Conservatives see the Syrian Civil War as a no-win situation for American National Interests. On one side you have the rogue government of Bashar al-Assad that is Iran’s ally and a conduit for Islamic terrorists especially the Shi’ites of Hezbollah entrenched in Lebanon. On the other side you have the Free Syrian Army (FSA) that is a loosely united bunch of Sunni Muslims and Syrian Secularists (See Also HERE and HERE) rebelling against Assad’s Shi’ite Alawite dominated government. The current problem with the Free Syrian Army rebels is that its army is dominated by Islamist factions of which the largest appears to an al Qaeda affiliate.

 

And so there is the appearance of a no-win choice existing for the U.S. government. It has been confirmed that the Assad government is indeed using chemical weapons against the FSA. It is probably a good guess that Assad is using internationally illegal chemical weapons against the FSA it is a good guess that Assad is using chemical weapons against the Sunni civilian population that is supportive of the FSA.

 

History shows that helping Islamists against a current common enemy of the USA will come back to bite us in the – you know what. We aided Taliban Islamists against the Soviet invasion of Afghanistan. Taliban were more than willing to take American aid to be a thorn in Soviet Russia’s side until the Soviet army withdrew and the puppet Communist government eventually fell into the hands of Mullah Mohammed Omar. AND the old one-eyed Mullah Omar repaid our aid by giving al Qaeda and its power structure led by Usama bin Laden refuge after the psycho Islamic terrorist sneak attack on 9/11.

 

The same thing will probably happen if America decides to aid the FSA against Assad’s rogue Syrian government. So then why help the FSA?

 

The reason for helping the FSA is because ending Assad throws a monkey wrench into Iran and Hezbollah’s nefarious designs against Israel and the USA. Well, at least for awhile there will be disruption against Iran.

 

The hat trick is knowing history of radical Muslims we have helped will bite our gluteus maximus then at least be smart enough to develop a couple of back-up plans in preparation for that radical Muslim back-stabbing. And by back-up plans I mean something that will strike pain and fear for radical Muslim treachery. A military response does not necessarily mean soldiers on the ground. A military response can be a military strike using conventional weaponry or nuclear weaponry on a strategic basis. And strategic nukes does not turning a whole nation into nuclear made glass from a massive nuke blast.   

 

So yes, at this time an American led coalition needs to remove and punish Assad and his chem-weapon happy generals as war criminals.

ISW Report Examines the Free Syrian Army

As Americans we should be kept up to date on the civil war happening now in Syria. Syria has been ruled by the Assad family for over 40 years as a ruthless dictatorship that is supportive of Syria’s minority religion of Alawite Shia Islam.

 

Al_Assad_family portraitWhen the Arab Spring began to erupt across North Africa (Maghreb) against despotic regimes and influenced by Islamists but with secular minded Muslims in tow. The throw the dictators out syndrome reached Syria. Unfortunately for the anti-dictatorship crowd in Syria the current dictator Bashar al-Assad has aligned his regime politically and militarily with aspiring regional power Iran. Frankly I believe the Syrian civil war has lasted over a couple years because of Iranian support for the Assad Regime which has been a conduit connection with Lebanon’s Shi’ite terrorists Hezbollah.

 

Syria’s rebels are represented by the majority Sunni Muslims of which the most powerful elements are al Qaeda/Wahhabi influenced Islamists. This is significant because the Obama Administration is committed to bringing down Assad but is in the dilemma of supporting American-Jew hating Islamists to bring down Assad’s regime. Many people including me believe the secrecy being maintained by the Obama Administration has to do with Benghazigate; i.e. Islamic terrorists attacking a Consulate-like building in Benghazi killing Ambassador Chris Stevens and three others. The scandal surrounds the capability to prevent the attack (See HERE, HERE and HERE) and the reason that Stevens was there in the first place. That reason could be something to do with sending Qaddafi captured weapons to the Syrian rebels which in all likelihood are also American-Jew-hating Islamists.

ISW’s latest report, The Free Syrian Army, analyzes how rebel commanders on the ground in Syria have begun to coordinate tactically in order to plan operations and combine resources. This cooperation has facilitated many important offensives and rebels have taken control of the majority of the northern and eastern portions of the country. However, rebels have been unable to capitalize on these successes, and fighting has largely stalemated along current battle fronts particularly in the key areas of Aleppo, Homs and Damascus.

 

In her report, ISW Senior Syria Analyst Elizabeth O’Bagy explores how rebels have attempted to overcome the fragmentation and disorganization that have plagued Syria’s armed opposition since peaceful protestors took up arms in December 2011. A lack of unity has made cooperation and coordination difficult on the battlefield and has limited the effectiveness of rebel operations.

 

On December 7, 2012, rebel leaders from across Syria announced the election of a new 30-member unified command structure called the Supreme Joint Military Command Council, known as the Supreme Military Command (SMC). The Supreme Military Command improves upon previous attempts at armed opposition unification through higher integration of disparate rebel groups and enhanced communication, which suggest that it could prove to be an enduring security institution. The SMC has the potential to serve as a check on radicalization and help to assert a moderate authority in Syria. If the SMC can create enough incentives for moderation it will likely be able to marginalize the most radical elements within its structure.

 

There remain a number of critical obstacles ahead for the SMC. They include the incorporation of existing command networks, which will have an impact on command and control and resource allocation; mitigating the strength of extremist groups; and managing disparate sources of financing. As the SMC develops its institutional capacity, its ability to assert greater authority will likely depend on its transactional legitimacy and its ability to distribute critical resources to rebel-held communities. Overcoming these obstacles will be difficult, especially as the nature of the conflict transforms and the sectarian polarization makes it more challenging to create a strong military institution and professional armed force.

Fragmentation and disorganization have plagued Syria’s armed opposition since peaceful protestors took up arms in December 2011 and began forming rebel groups under the umbrella of the Free Syrian Army. A lack of unity has made cooperation and coordination difficult on the battlefield and has limited the effectiveness of rebel operations.

 

Since the summer of 2012, rebel commanders on the ground in Syria have begun to coordinate tactically in order to plan operations and combine resources. This cooperation has facilitated many important offensives and rebels have taken control of the majority of the eastern portion of the country, overrunning their first provincial capital in March 2013 with the capture of al-Raqqa city. However, rebels have been unable to capitalize on these successes, and fighting has largely stalemated along current battle fronts particularly in the key areas of Aleppo, Homs and Damascus. 

 

In order to overcome the current military stalemate, the opposition needs to develop an operational level headquarters that can designate campaign priorities, task units to support priority missions, and resource these units with the proper equipment to execute their missions. Recently, the opposition has established a new national military structure that may grow to serve this purpose.

The SMC includes all of Syria’s most important opposition field commanders, and its authority is based on the power and influence of these rebel leaders. Its legitimacy is derived from the bottom-up, rather than top-down, and it has no institutional legitimacy apart from the legitimacy of the commanders associated with the council. Thus, the SMC is not structurally cohesive, and its ability to enforce command and control is dependent on the cooperation of each of its members.

 

The incorporation of rebel networks has resulted in chains of command that are not uniform across the five fronts, with each sub-unit retaining their own unique authority structures.

The SMC’s primary function to date has been to serve as a platform for coordination. Regardless of the limits of its current command and control, the SMC has played an important role in syncing rebel operations with several notable successes. It has allowed for greater opportunities for collaboration and coordination among the disparate rebel groups operating in Syria.

 

As the SMC develops its institutional capacity, its ability to assert greater authority will likely depend on its transactional legitimacy and its ability to distribute critical resources to rebel-held communities.

 

To date, disparate sources of funding have significantly handicapped the rebels’ ability to unite and consolidate authority on a national level. Although private sources of funding will likely continue outside the parameters of the SMC, uniting the support channels of rebels’ main state sponsors will be fundamental to ensuring the legitimacy of the new organization. The ability to provide resources and material support to its sub-units is the determining factor in whether or not the SMC will be able to unite rebel forces under its command and establish a level of command and control.

 

The SMC has the potential to serve as a check on radicalization and help to assert a moderate authority in Syria. If the SMC can create enough incentives for moderation it will likely be able to marginalize the most radical elements within its structure. To this end, the SMC has recognized the importance of the inclusion of some of the more radical forces, while still drawing a red line at the inclusion of forces that seek the destruction of a Syrian state, such as jihadist groups like Jabhat Nusra.

 

Ultimately, even if the SMC only serves as a mechanism for greater cooperation and coordination, it is a significant development in that it has united the efforts of rebel commanders across Syria. It is the first attempt at unity that incorporates important commanders from all Syrian provinces and has enough legitimacy on the ground to even begin the process of building a structure capable of providing a national-level chain of command.

 

Syria’s state security apparatus will collapse as the Assad regime finishes its transformation into a militia-like entity. The Supreme Military Command is currently the only organization that could serve to fill the security vacuum left by this transformation. As the Syrian opposition begins to build a transitional government, the SMC could create a framework for rebuilding Syria’s security and governing institutions if properly supported. The SMC’s ability to act as a basis for a national defense institution will be an important component in filling the power vacuum left by Assad’s fall and will aid in a secure and stable Syria.

 

There remain a number of critical obstacles ahead for the SMC. They include the incorporation of existing command networks, which will have an impact on command and control and resource allocation; mitigating the strength of extremist groups; and managing disparate sources of financing. Overcoming these obstacles will be difficult, especially as the nature of the conflict transforms and the sectarian polarization makes it more challenging to create a strong military institution and professional armed force. Although the SMC must do its part internally to overcome these obstacles, its success will largely depend on greater international support and access to more resources.

 

The goal behind U.S. support to the opposition should be to build a force on the ground that is committed to building a nonsectarian, stable Syria, with a government more likely to respect American interests. Working with the SMC could enhance America’s position vis-à-vis Syria’s armed opposition and provide a mechanism for stability should the Assad regime fall.
